Development of this area has been discussed extensively over the years, and much misinformation has been spread about the type of development the City envisions and the suitability of the area for development. The Committee works in partnership with City staff and its Economic Development and Planning Commissions in the preparation of the area’s development plan. A team of expert consultants has been working on these issues along with inputs from a Stakeholder Advisory Committee and local environmental organizations, and the results of their work to date is showcased in the Draft Comprehensive Plan Highlights on this website. A key difference between this Comprehensive Plan and previous Lake District development initiatives is that this Plan, not developers, will dictate what will be built, how it will be built and where it will be built. Developers will be invited to propose developments that respond to the plan’s land use, infrastructure, transportation and natural area protection specific requirements. In other words, the Lake District will be plan-driven, not developer-driven, in order to ensure the City’s desired results.

A TIF Commission has been convened to determine if Tax Increment Financing is a suitable tool to use in the Maryland Park Lake District to cover the costs of infrastructure. The Commission is holding a public hearing on Wednesday, December 18, 2019 at 5:30 p.m. at the Maryland Heights Government Center, 11911 Dorsett Road.

Lake District Comprehensive Plan Nearing Completion

The City of Maryland Heights and a team of expert consultants are in the final stages of preparing a Comprehensive Plan to guide the long-range development of approximately 2000+ acres of land known as the Maryland Park Lake District. The City’s vision is to gradually and tastefully transform the Lake District from an underutilized suburban agricultural area into a vibrant regional destination for sports, entertainment, hospitality, commercial business and outdoor recreation with large amounts of open green space that create a great place to visit, work and play.

A team of consultants was retained in 2017 to study and develop the Lake District’s infrastructure, conceptual development and economic development plans in conjunction with the City and the Stakeholder Advisory Committee. The draft Comprehensive Plan is the result of extensive study of a wide range of important factors, such as stormwater management, transportation, market feasibility, implementation of development, governance, financing options, land uses and creation of development consistent with the Lake District’s natural features. The Plan is now being reviewed by the City’s Economic Development Commission and Planning Commission.
